Attempting to change my profile picture. It shows my name and picture at the top. I tap on the picture and it takes me to a screen that shows the picture and offers a CUSTOMIZE option. I select the image I want and then tap the CHOOSE and the CHECK to complete. However, the image in my profile does not change. iPhone 16pro and up to date.

iCloud Photos Not Syncing:
A. Delete ALL VPNs:
Have Any VPNs Installed? If so, delete them, as they can get in the way of network traffic.
Go to: Settings
Tap: General
Tap: VPN & Device Management
Delete: EVERY VPN Shown
B. Force Restart your iPhone:
Go Here: Force Restart iPhone - Apple Support
C. New Apple Account Session:
Sign out of your Apple Account, and then sign back in.
