My iPad Mini 4 just froze up on me and now I can’t get it to reboot. I’ve hit Volume Up, Volume down hold power button a dozen times but no power off option. Does anyone have any ideas what I can do? Thanks all.

Ensure that you a following the correct forced-restart sequence for your iPad model. For iPad mini4 and any iPad that features a physical Home Button:
Force restart iPad (models with the Home button)
Press and hold the top button and the Home button at the same time. When the Apple logo appears, release both buttons.
When performed correctly, the iPad will restart.

It sounds like you're doing the forced restart process wrong on your iPad mini 4. The procedure you stated is for iPads without a physical Home button. The iPad mini 4 has a Home button and it's forced restart procedure is as follows:
Just asking… is the iPad hooked up to the charger? If not connect it a do a force restart again.
