Have you installed the Microsoft OneDrive App on your iPad?
Access to Microsoft OneDrive, Google Drive and similar third-party Cloud storage services need to have the corresponding App to be installed. In addition to providing direct access from the respective App, these are "helper Apps" that install software components that provide integration with the native Apple Files App. Don't forget that third-party storage providers are accessed from the Files App sidebar.
Sometimes, in particular following a system software update, one or more of these Apps may need to be accessed to restore the connection to the respective service. In this instance, open the OneDrive App and ensure that your files are accessible - if necessary signing-in again to your Microsoft account.
In some circumstances you may need to delete and reinstall one or more of these helper Apps. After deleting the App from your iPad, a forced restart is recommended prior to re-install from the Apple App Store.
Force restart iPad (models with Face ID or with Touch ID in the top button)
If your iPad doesn’t have the Home button, do the following:

Press and hold the top button and the Home button at the same time. When the Apple logo appears, release both buttons.

If you have a VPN App or profiles installed, or a security/AV/firewall App such as Norton, these may be interfering with your network stack - and preventing OneDrive (Business) from accessing your OneDrive account. If applicable, the resolution is usually simple; if installed, you may only need to disable or remove the Security App and/or VPN from your iPad - at least temporarily.
If this resolves your issue, the VPN and/or security App can be reinstated after the connectivity problem has been resolved.

I’ve had the same problem for several months now. It used to work just fine! I do have the OneDrive app installed on both iPad and iPhone. The iPhone Files app works most of the time, though it flickers a lot when loading folders on OneDrive. The iPad Files app just doesn’t load the OneDrive folders at all any longer. Reinstalling apps or restarting the device have had no effect. Maybe this is a bug in the Files app that hasn’t yet been identified and queued for fixing by Apple?
