Text messages to non-iPhones usually invoke your carrier and carrier’s network. Have you discussed the issue with your carrier’s support team and if so what did they say? What’s steps did they do to troubleshoot the issue?
Updates to carrier settings are responsibility of carrier. Your carrier may need to push an Over The Air software or firmware update. The SIM or eSIM may have become defective.
What did your carrier say when you reported the problem to them?
