I can send and receive texts from non-iPhone cell phones on my iPhone.
I can receive but NOT send texts from Messages on my Mac to non-iPhone cell phones.
Both Mac and iPhone are logged into the same account.
Things to try to fix this ?

You must configure the Messages settings on your iPhone to allow forwarding messages to your other devices such as your Mac. Keep in mind that your iPhone controls Messages except for a few items which you can configure on each individual device.
