Passwords not syncing after macOS Sierra update

Ever since I updated to Sierra operating system I have not been able to sync the passwords across my devices

Apple raised the requirements for iCloud a while back. The minimum requirement for Keychain is now High Sierra.

1Password to Apple Passwords I have been using 1Password for some time now, and as much as I think it's a decent service I have noticed that I can store the two types of data I store in there already solely on Mac/iPhone. I have an iPhone and an old MacBook Pro running OS X 10.3 which is where I feel I could become unstuck. Is there a way to move from 1Password to Apple Passwords/Keychain here, and if so can someone point me in the right direction? I have made sure websites are entered for all logins as is required, and I will also run through to make sure all ' marks in the export file are sorted before importing. Any help would be greatly appreciated!
