Watch OS 26.3 update repeatedly fails. Watch and iPhone (17 Pro) on WiFi and on charger.
Both times, stuck on “verifying update” for at least half an hour before showing the failed message.
have rebooted both devices. Still no success.

All good answers and I’ll add another possibility based on my experience a couple years ago. If memory is tight due to the number of apps and data being stored on your watch the update may fail because it runs out of memory during the update. You may need to restore your watch to factory condition and then update.
Be certain your Apple Watch is unlocked. You may need to enter its passcode on the Apple Watch.
Is the watch on the charging puck?
Is the battery charged to at least 50%?
