Home screen of phone compromised by a pulsing download instruction

Opened my phone this morning and I found the Home Screen compromised by the following:

Your Apple ID may be suspend today because it does not follow our rules and a download button. It was pulsing and would not let me into the phone. I did'nt downlaod anything. I have a photo of this and would like to share it with the community just incase any one else finds this. Advice was RESTART your device.
