Your screenshot clearly shows that this game is not in the regular Applications folder, so it's no surprise that you cannot find it there.

It appears to be within your user-level Library folder. Apple has been hiding that folder from Finder GUI view for a while, by default. You can still get to it through the command line (Terminal) – or by holding down the Option key when selecting the Finder's View menu. Once you open a window onto the user-level Library folder in the Finder, you can open the nested folders within (Applica…, Steam, steama…, and common) to get to a level where you'll find a folder called The Jackson Party Starter. Presumably you could drag this folder to the Trash and Empty the Trash (although if there is a way to ask Steam to do this cleanup, you might want to do it from inside of Steam).

If you look to the bottom, you'll notice that it does not allow me to select "Delete..." for this app when highlighted

It could be that permissions are set on the file, or some of the enclosing folders, such that you do not have delete privileges. You might need to change permissions (in Get Info boxes) before you can delete this folder & file.

I tried looking for the folders listed at the bottom as well, but nothing exists on my device titled "Steam" or "The Jackbox Party Starter."

I think those things do exist on your device, just not in the system-level places like the main Applications or Library folders that you may have tried to access.

It may be, and appears obvious, that you incorrectly deleted this game and left remnants.

If you did not use the uninstaller at that time, then that may be why these remnants remain.

You might have to reinstall the game and then properly uninstall it with the uninstaller that it appears to include..

Have you contacted the publisher for guidance?

You might also consider downloading and running the shareware app Find Any File to search for any files with the application's or the developer's name in the file name.  For example, to find the Jackbox software you'd do the following search(es): 

1 - Name  > contains >  jackbox

Any files that are found can be dragged from the search results window to the Desktop or Trash bin in the Dock for deletion.

FAF can search areas that Spotlight can't like invisible folders, system folders and packages.  

Typically one can simply drag an app, games included, to the Trash from the Applications folder to delete it.

You might check in with the publisher and ask them for guidance if you don't get anywhere here.
