Even on the charger it auto locks even when an app is open.
What setting can I change to get my iPhone 12 Mini / IOS 26 to never lock when charging? But auto lock normally when not charging.

You either auto lock or you don't auto lock. There is no setting I'm aware of which permits not auto locking during charging, but does auto lock when not charging.
