Cannot add cards to Apple Wallet on iPhone 14

I need help resolving an issue with Apple Wallet so I can use Apple Pay.

I recently upgraded from an iPhone 11 to an iPhone 14 and transferred all my data to the new device. When I tried to add my cards again to use the NFC feature, my new iPhone started showing errors when adding them to Wallet.

Sometimes I get the message “Could Not Set Up Apple Pay”, and other times it lets me proceed to the step where I enter the card verification code, but then it shows “It was not possible to add the card.”

I have already contacted Apple Support and followed all the troubleshooting steps they suggested. I also tried the steps from the Apple Support article If you can't add a card to Apple Wallet to use with Apple Pay, but nothing has solved the issue.

I also contacted one of my banks, and they told me it may take up to 30 days to reset the token and verify the card again. However, I’m not confident that this will resolve the problem.

I do not use a VPN. I just received my new iPhone 14, and I am currently running the latest version, iOS 26.3. There have been no fraud issues with any of my cards in the past 12 months. I recently contacted one of my banks again, and they asked me to try adding the card once more, but the issue still persists. I continue to receive the message: “It was not possible to add the card.”
