can I restore to a pro 2017 from a pro 2018 backup? i’ve been using a pro 2018 for quite a few years. It has a major issue with power, quit charging, and I can’t buy a new one for quite a while so I’m wondering if I can restore my 2018 backup to a pro 2017 and not lose my data or progress in anything.

The iPad model is irrelevant. What matters is the installed version of iPadOS.
You can only transfer or restore data to a target device that has the same or later version of iPadOS as the source. This applies whether you are attempting a direct transfer using QuickStart, or restoring an iCloud or iTunes backup (created by the source device) to the target.
As such, in the hopefully unlikely event that your old iPad has to a more recent version of iPadOS than the target, you will first need to update the target to a more recent version of iPadOS - and only then perform the transfer or restore.

Could you imagine the backlash Apple would receive if they were charging users for additional iCloud storage because a backup included apps they could redownload for free or duplicated photos/videos they were already syncing to iCloud?
Sadly, I just found out my question was irrelevant. I had more than 180 gb of data on my iPad. The most recent iCloud back up was only three gb. I made the mistake of assuming that if I did an iPad back up it would back up everything including installed apps and home videos and pictures I’ve taken, etc.. At any rate, thanks for the response. Looks like I’ll have to switch to a cheaper Winblows tablet or something for a while.
