Apple Care+ is a subscription. Subscriptions are legal contracts and the bank will not stop the payments. You must cancel the subscription.

“If you pay monthly or annually for your AppleCare plan

For AppleCare plans with recurring payments billed through Apple, you can cancel an AppleCare plan in your Apple Account subscriptions list in Settings on your device.

First thing you should do is tell your bank to stop billing you for this.

Well, if you have actually tried this, you found out that this advice will not help. The bank is going to honor the legal agreement that you made with Apple until they are notified by Apple that the contract no longer exists.

The other thing you could do is go to settings click on your account, go to AppleCare and coverage, and then opt out of apple care through there. This should fix it.

And that....is the only way to "fix it".
