First thing you should do is tell your bank to stop billing you for this. Apple will cancel it for you this way. The other thing you could do is go to settings click on your account, go to AppleCare and coverage, and then opt out of apple care through there. This should fix it.
Do you know the person whose coverage is being billed to you?
If not, report it to your bank as fraud.

Well, if you have actually tried this, you found out that this advice will not help. The bank is going to honor the legal agreement that you made with Apple until they are notified by Apple that the contract no longer exists.
The other thing you could do is go to settings click on your account, go to AppleCare and coverage, and then opt out of apple care through there. This should fix it.
