Getting into a MacBook owned by a now passed family member

I have a MacBook Air 13 from a family member who passed away a couple of years ago. I was able to get into it and turn it on, but it's come up with Activation Lock. The issue is, I don't have access to his phone number, so I won't be able to reset his password. I sent a request to Apple, but they haven't gotten back to me. Is there any way I can still get into the MacBook, with erasing being a last resort?

I recommend that you use this URL instead of the one provided earlier --> https://support.apple.com/102631

The reason why I recommend that is because the article contains legal information that might be specific to the country to which that version of the document is intended (en-us = USA, in English). This is an international forum and we have no idea where you are located and what your laws require. The version I provide should automatically adjust to the country to which your have your account set which should also be the one where you reside. If it is not the correct one, go to the bottom right of the window and change the country version.

The second link is just one that the first one would tell you to go to to submit the documentation.
