iPhone 12 update fails iOS 17 to 26, storage error

I took my unlocked iphone 12 64GB out of a drawer as I need an unlocked phone for international travel. It is stuck on IOS 17, and I can't get it to update. It doesn't offer me IOS 18, only 26 which I'm fine with, but it keeps failing on the install. It keeps failing, complaining that there is not enough storage, even though there is about 20GB, which is more than the 16.6GB it asks for.

I tried on iTunes on my PC, and itunes says that IOS 17.7.2 is the latest update. My phone keeps prompting me to go to IOS 26. What should I do?

sberman is right. The update is large and only having 20GB free space isn't going to cut it if you're trying to do it over the air. You could use your computer with Apple Devices (on Windows) or Finder (on Mac) to update the phone.
