How do I get cloud data from a not working phone to a working one? I tried most of the methods

You sign into your iCloud account on the working phone.
By definition, iCloud data is... in iCloud. If you have signed into iCloud on the working device and have double checked that the options to sync your iCloud data is on, and you don't see it on the new phone, go to a computer and sign into iCloud.com with your account in a browser. If you're data is not there, then it is not "in iCloud". You can't transfer data that only resides on a non-working phone to anywhere at all...
