Siri avoids VoIP/shortcut for calls on iOS in favor of using Phone app

iOS 26.3. The goal is to use Siri to initate a call through a VoIP app, not the phone app.

Siri is enabled.

A shortcut has been created using the call command provided by the VoIP app in question.

In the iOS app settings for the VoIP app, the default calling app has been set to the VoIP app.

Siri ignores "Siri, call [Name]" or "Siri, call [name] per [name of VoIP app]" in favor of launching the phone app.

How can Siri be persuaded to use the shortcut?

If available for your app, in Settings > Apps > [your VoIP app] > Siri, turn on “Use with Siri Requests”. Then you should be able to say “Siri, call [contact name] with [your VoIP app]” (or something similar.)

More experimentation is needed, and the following or variations of it may be needed:

Siri, [name of shortcut] with input [name]

Shortcuts User Guide: Use Siri to run shortcuts with your voice.

Siri can invoke a properly written Shortcut by just saying its name. That in turn will invoke your VoIP app with the call command in the Shortcut. You may want the Settings on the iPhone to use Wi-Fi calling (if available) before Cellular.

You may also need the Share Sheet enabled in the Shortcut's details and have the name to be called selected in your Contacts application. See this Apple article.

I don't use the Shortcuts feature on my iPhone 17 Pro Max, so perhaps someone else can contribute to your Siri issues. Personally, I have the Google Voice app installed on my phone for free voice calls in North America.
