You may be able to turn it off using the instructions first presented. However, if you selected to use the "always" setting then you will not be able to get access to it using a passcode.

Depending upon your ultimate goals it is worth noting the comment by Chattanoogan about the contradiction between what the unofficial user community document says, and what Apple says, about restoring from a backup. Until this is definitively updated then my inclination is to follow what Apple says because it aligns with trying to remove similar services on its devices. You cannot restore from a backup or else the setting will also come back.

You can disable the Stolen Device Protection on your iPhone by putting in the passcode in the settings for FaceID & Passcode, as explained in this article:
