Primary in what way? Apple has no "primary" identification for devices. There is no primary device in general.

Features aren't moved between devices. iPhones have some features iPads have others. This does not really make sense in the context of iPhone and iPad. What exactly is happening? Can you offer specific examples?

Settings ➜ General ➜ Transfer or Reset iPad ➜ Erase all Content & Settings.
