The simple reality is there is no relationship between device storage and iCloud storage. You could pay for a Zillion GB of iCloud Storage, but that doesn't add space to the storage on your iPhone at all. You can't add storage to an iPhone. If you are out of space on your phone, you need to delete things you don't need or use, such as Apps, Photos, Music, Files, Messages, Email, etc. You should strive to keep at least 10GB of free memory on your iPhone at all times.

I know you like your phone. But if you are running out of storage, you should consider upgrading to a new iPhone with much more memory than you currently have. New iPhone 17 Models today start at 256GB. And for me, I still bought mine with 512GB. Once purchased, there is no way to increase the memory on an iPhone.

If you have a lot of photos, and are using iCloud Photos, you could turn on “Optimize iPhone Storage” on your iPhone. This would give it permission to locally store reduced-quality, space-saving versions of your photos. (iCloud would have the full-size versions.)

Other than that, having a lot of iCloud storage isn’t going to do much to help with an “out of device storage” problem.
