I have an adult child with an intellectual disability who is a member of my Family Sharing group. I need to have "Ask to Buy" privileges for her account but because she's an adult, that option is not available. Is there any workaround or alternate approach?
You can edit her account to make her under 18 years of age, so you can then turn on Ask to Buy. Once it's turned on you can again change the age of her account back to her actual age and Ask To Buy will remain on.

I’d ask what Apple Support recommends here.
I’d probably not have a payment card associated with the account nor with Family Sharing, and would have a screen time password with prohibitions.
But I’d expect Apple Support has some experience with this question.

Contacting Support is next on the list if I can't get the birthyear corrected.
This is somewhat of a boundary use case but it's a shame Apple doesn't allow the Family Share admin absolute control over any member, adult or not.

Do you think an abuser might leverage that same support to restrict their victim’s equipment?
Unless you changed it to something below 13, it should be changeable back to the original birthday.
If you did changed it to something under 13, then yes, only Apple can change it back.

Was able to adjust her birthyear and enable Ask to Buy as you described. Encountering a problem adjusting the birthyear back to what it should be but at least the barn door is closed again.
No, changed it to 17 and it is stuck there. Not sure whether there is a minimum time before it allows another change or it is a catch-22 of some kind.
You should be able to change it back then. Might need to wait a couple of days before you try again though. Apple does not list any change time limitations but there may be some in place.
