I got an email from a noreply@apple.com that my device has been recovered by the local law and Apple is informing me of such request, but they couldn't give them my contacts for privacy reasons. Is this legit, does Apple really inform the user of a such request by the law or is it a scam mail?

In Apple Mail, if you click on the sender's address, you may see if it is spoofed. This is a REAL Apple email because the revealed address (in the yellow box) is a correct Apple address:
You can get the same info from an iPhone or iPad by tapping the address. I had to tap twice to get this but it showed the address:

All that provider's legit emails were from "...@cableone.net"
Other email client apps like Outlook may have a similar function. This is not a 100% thing but a good place to start.

Email "from" addresses are easily and commonly spoofed.
