iCloud primary email changes, new address & aliases

When you remove "primary" status from an email address, it prompts you to designate a different existing email as primary or to create a new one. Is this allowing you to make a new iCloud email address? Will the new address also have the ability to have aliases? Is it correct that the old ones will not be deleted?
