You make no mention of your country of residence. Being an english-speaking forum, this forum is not limited to a single country/region.

Apple do not directly ship devices cross-border to other countries - or to known freight forwarders. If shipping items yourself to an overseas destination, you will usually need to include the necessary freight and customs declarations - the recipient then usually having to pay import duties and taxes calculated on the purchase price. In many cases, the import duties alone make receipt of items, particularly electronics, uneconomic to receive from an overseas.

A key technical consideration is whether or not the Columbian Cellular Operator supports iPad - and can provide an appropriate DataSIM plan. Be aware that current models of iPad do not have a physical slot for a physical SIM, but now only support eSIM.

Claro and Movistar offer eSIM in Colombia, and likely others, so SIM and eSIM devices are all options for cellular coverage.

The Apple Warranty, AppleCare coverage, and Apple Gift Cards are all country-specific. This can be a problem for imported devices and repairs.

Apple won’t ship international, so either you get to do that and the customs declaration, or you bring it with you or with a trusted party traveling to Colombia and customs, or you transfer money through other means and buy an iPad in Colombia.
