iCloud Drive: Desktop & Documents folders not created on Mac
When I turn off Desktop & Documents Folders in iCloud Drive no new Desktop and Documents folder is created on your Mac in finder.

Are you in fact using macOS 14 Sonoma?
This sounds odd. I've got to ask: are you sure D&D are off? In System Settings>[name]>icloud>Drive,
mine are turned on, as above. Have you double checked to be sure your is off?
When that's off, the Desktop and Documents folders are located in your Home folder. Are you saying that you see the Pictures folder, then Music folder, the Library folder, etc, but there is no Desktop folder there?
Have you re-started the mac? How about re-starting in Safe Mode? This bypasses certain potentially disruptive processes, and it often helps. Safe Mode is different for different computers, so see this:
