Translate app: Cannot download offline languages
my phone can’t download languages for offline use on the built in translator app. It allows me to try, but it does not download anything at all.

Perhaps a possible reason for this issue may be that feature
could be off-line, or not accessible there, now. Support sites
offer ideas, while their own 'down-time site' may tell more.
