If you mean music that you purchased from the iTunes Store, you would either need to have iTunes installed on a Windows PC (or on an older Mac), or the replacement options on a newer Mac in order to Sync those purchases. In any of those situations though, iTunes has never been able to work with Android devices, so why buy music from the iTunes Store? Alternatively, if you buy music from the iTunes Store directly on your Android device (which I believe is possible), you would not require any Sync option surely?
To add purchased music (from any and all sources, including the iTunes Store) to an Android device by synchronising between a computer and an Android device (phone or otherwise), there are apps that work with Android, that have nothing to do with Apple.
One such application for Windows PCs is Media Monkey*. It works in a similar way to iTunes and there is a companion app for Android devices (that one buys for a small cost) to enable synchronising with the PC version. As far as I know, there is no version of Media Monkey for Apple computers.
You can of course drag and drop media files (music) from a computer to your Android device, using File Manager (Windows Explorer), although I appreciate that Sync is much better. I use Sync for my devices.
