I can't change region because of an account balance that has 2 songs and a movie rental...

Do you mean those are pending items? You cannot have a movie or music on your balance. "Balance" is basically a currency item.

Balance refers to an amount of money on your account.

Songs and movie rentals are not classified as balance.

Are you maybe saying these items are pending charges? As in they were attempted to be bought but the charge never completed?

The rental if successfully charged, will have 30 days before it expires or 48 hours once it's been started to be watched. Either way an active rental should end on its own.

As to the songs, not sure what that could refer to, other than pending charges on your account, which would require you to pay for them before you can change your region.
