I have an Apple Watch that I bought about 3 years ago.
It was connected to my old iPhone, but I sold that phone and now I don’t remember the Apple ID that was used.
The Apple Watch is mine and I still have the box with the serial number, but I don’t have the purchase receipt.
Is there any way Apple can help me remove the Activation Lock so I can use my Apple Watch again?
Without that receipt you are probably looking at recycling the Watch.

Start an Activation Lock Support Request as shown in the second link Rudegar provided.
By the way, why did you change your Apple ID with your new phone? That would be unusual. So it should be the same ID as the new phone. You can unlock it with your current Apple ID and the current password, unless for some strange reason you created a new ID and kissed goodbye to all your data and assets between phones.
Or is this a foundling and never was yours, in which case, yes recycle it.
