Downloading messages from iCloud to iPhone

• “how do I know if all my messages have actually been downloaded automatically?” - Inspection is one way. I have not and will not try this process, but Apple states it works so I’m confident it does. And even if there’s a problem, you have 30 days to undo the action.
• “Will I get notified about the download completion?” - I don’t know. I could offer a guess, but that’s not appropriate. If not, after a reasonable time, perform an inspection.

I have never done this. One way would be to inspect your iPhone messages once the process has continued for a while.

Try tapping “Turn Off and Delete from iCloud”. That should display the message shown on the left here. Note especially its last sentence.
