Apple Intelligence (the brain behind writing tools) is only available on iPhone 15 pro and newer.

but with iOS 26, non apple intelligence devices can see those actions (specifically in the shortcuts app) but can't use them. To see if you device is actually capable with Apple Intelligence go to settings and look for Apple Intelligence, if it is there then open it and configure it the way you want. If it is not there then not trying to use writing tools is the best way to avoid the unavailable sign. If you are using a shortcuts workflow then check over it to remove the apple intelligence action (if included) you can replace it with another action the chatGPT app might have a shortcut action you could use. You could also run a local AI bot on a mac or PC/Linux and setup SSH calling and use the run script over SSH action to replace apple intelligence. (The computer would have to be on for SSH to work. If you are using a laptop then you need to keep the lid open a little)
