Does the MacBook Neo run full MacOS?

Could a refurbished MacBook (Pro or Air) be purchased to take home the same day at an Apple Store or do I need to place the order and be notified by Apple when I could pick it up?

I would presume a Bluetooth mouse or trackpad would be better than a corded one. Thus leaving both ports available for other devices (although one port would have a slower transfer rate).
