Cannot Click on Name under settings on iPad
After the recent IOS update 26.3.1, under settings, my name cannot be accessed or clicked as well as iCloud on my iPad. I have restarted twice and checked functions to see all on. What can be done?

Perhaps, for additional security, you have restricted access to your iCloud settings:
Settings > Screen Time > Contents & Privacy Settings > [Allow Changes to] Accounts >
This security setting is usually used in conjunction with settings a Screen Time Password - this being independent of your device Passcode. Once a Screen Time Passcode set, changing Screen Time settings isn't possible without knowledge of the Screen Time Passcode.

Subsequent to performing a system software update, settings can sometimes inexplicably change - and differ from the indication(s) within the settings App. As you have demonstrated, toggling the affected setting can restore the expected setting to match the visible control.
Given your description of Apps and services not syncing between devices via iCloud, try a forced-restart - as this will often clear an isolated or post-update software issue:

When you are happy to proceed, you can perform the reset from iPad settings:

You may find that simply signing-out from iCloud, restarting your iPad and signing-in again, may clear the sync' issue.

I checked the (Allow Changes to) Account. It was turned on as in toggled green. I looked at all the programs allowed and appeared okay. On a whim I toggled the green off and magically my name and iCloud was black again. I was able to click and go in. Toggle back to green, name and iCloud go under water. Why is that? Am I looking at this incorrectly?
Also, now my iCloud does not sync across devices. Never a problem before. Every time photos were added on one device, the other would sync with same. I have 65 photos on the iPad (new iPad) yet it states 24. I have checked all I could concerning iCloud and backed up several times and restarted. It seems that after the latest update there are problems.
What to do?
Hi LotusPilot. I did a hard reset and nothing changed. The iCloud Photos are not syncing from device to device and with .com. My husband has the same iPad and iPhone versions as I do as well as on iPad the “Screen Time > Contents & Privacy Settings > [Allow Changes to] Accounts > “ toggle and the lack of iCloud syncing photos with devices. So, I will leave as is for now. I can reset anytime. I know where to look and what to do if there are glitches or something off after an update. Sometime after the 26. Update messed with the iCloud… that I do know. Many thanks for help!
