That could be interpreted several ways. I'll assume that you mean you want to send the video to someone over email...?
I'll also assume this is a video you have on your own system, not something online or anything like that.
25MB isn't that large by modern standards, so the first thought is just to attach it to an email. Does that not work for you?
Some mail providers limit individual message size, so if your mail provider won't permit it, then clearly that won't work. There may also be limitations on the recipient's side, and if their mail server won't accept an incoming message of that size, then email is out entirely.
If you're using your Apple Account to send via email, then you can use Mail Drop, where Mail.app uploads the large file(s) to Apple's servers and substitutes a download link in the email message. Check Mail -> Settings -> Accounts -> <Apple Account> -> Send large attachments with Mail Drop.
If you're not using an Apple Account, and the mail server rejects large messages, then your next best option is to upload the file to a cloud file sharing service such as iCloud Drive, Google Drive, Box.com, dropbox.com, etc., all of which have options to share content securely to specific users - it will generate a URL you can send to them in an email and when they click the link the file will download.
There are probably other options, too, but those are the ones that come to mind.

Seems like an OK idea if you trust them. And if it's not secret stuff, what is there to lose? If they mess it up, you still have your copy. And hey, I just saw this on Google-- I haven't used it and so I can't recommend it. There were other similar services listed, as well.
