We do not know what settings and restrictions have been set for Assistive Access on your iPad:

You may have an adblocker limiting access (If so, try turning it off):

or

If you use ScreenTime: There may be restrictions in place that you can change in Settings > ScreenTime: eg: for Safari or the browser you use.

You can turn off restrictions in the same way that they were turned on:

Set schedules with Screen Time on iPad - Apple Support

Eg: says how to:

Set limits for app use

Set a time limit for a category of apps (for example, Games or Social Networking) and for individual apps.

  1. Go to the Settings  app on your iPad.
  2. Tap Screen Time.
  3. If you want to set app limits for your child, tap your child’s name.
  4. Tap App Limits, then tap Add Limit.
  5. Select one or more app categories.
  6. To set limits for individual apps, tap the category name to see all the apps in that category, then select the apps you want to limit. If you select multiple categories or apps, the time limit you set applies to all of them.
  7. Tap Next at the top right, then set the amount of time allowed.
  8. To set an amount of time for each day, tap Customize Days, then set limits for specific days.
  9. When you finish setting limits, tap .

All the best :-)
