I believe that you can only start an AppleCare+ plan or an AppleCare One plan within sixty days of buying a new, or Apple Certified Refurbished, iPhone. 14-series phones are old enough that Apple does not even carry them in the U.S. Certified Refurbished Store. So it's far too late to start either plan for an iPhone 14. You may have purchased your iPhone 14 last week, but if so, you purchased a used phone. It is only "new" to you. You couldn't start a plan with Apple even if that phone was in perfect condition.

If you already had an AppleCare One plan for another device, the iPhone 14 would appear to be recent enough that you could add a working one to your plan. But the FAQ for AppleCare One says that your add-on devices must be "in good condition (a diagnostic check and/or inspection may be required)."

I don't know if the person or company who sold you this used phone offered you the option to buy some third-party insurance or extended warranty plan, but now that the screen is cracked, I doubt if you'll have an option to purchase even third-party plans until after you pay out of your own pocket to have the phone fully repaired.
