On macOS 26.4, when I try to save a file from Chrome browser, if I include a space in the filename in the "Save As" dialog, the system either clears the entire filename or refuses to save the file.

Indeed, that's the bug. Unless/until it's addressed by Apple, your only recourse is to use a different file name.

This is extremely annoying and causing tons of issues for my files, which all have periods in the titles (MS Word, Adobe, etc.)... Just started for me after installing Tahoe 26.4.1. This better be fixed with 26.5. How'd this make it out of testing? I noticed it a minute after updating...

This is a user-to-user support forum. Apple isn't here. If you want to try these bleeding-edge releases, then it's your responsibility to test them and file bug reports via the Feedback Assistant app. Think of the shareholder value here.
If you're one of the rare people who doesn't like this process, then you're free to use a stable version of macOS. macOS Sequoia 15.7.3 has been quite stable for me. You can tell when you're running a stable version because you'll have a red "You're a # 1 user" badge on the System Settings icon in the dock. And periodically, you'll get reminders via notifications in the upper-right corner of the screen regarding all of the new versions that millions of other people are working so hard to test for you. In a couple of years, those versions might be ready for use.
Of course, that's the theory, at any rate. Tahoe is a bit of an outlier. I recommend people look closely at macOS 27 this year and consider upgrading to that, if possible, instead of using Tahoe. We will know more when reports come in and there's a general consensus some time around early-mid November.

for example, suppose the file name is "Blackwell,M. 2024. causal inference", when if write Blackwell,M. and then space, the the filename just disappear.

All 'Hide Extensions' does on my system is show/hide the document-specific extension (e.g. .pages, .numbers, .docx, etc.) it still doesn't prevent me adding periods and spaces to the file name:

This issue is still present in 26.4.1.
Unhiding the extension did not fix this issue for me (saving files in Microsoft Word, FWIW).
Same problem when entering the file name with "Save As" Mail messages as .rtf.
