Is there any other option in support to chat with their live agent? I can only send a refund request to their website and not to start a chat with their support 🥲

You might want to check whether Apple are the right people to contact ... eg: there are some things Apple can not help with ... if so: the article explains who to contact
About purchases not billed through the App Store or Apple In-App Purchase - Apple Support
Eg: says:
"If you paid for an app, a purchase within an app, or a subscription outside of Apple’s ecosystem, contact the developer for billing support or a refund. Apple is unable to provide support for these purchases".
Also says:
"You can easily tell what purchases you’ve made that are supported by Apple. View your purchase history associated with your Apple Account. If an app in the European Union or Japan offers purchases outside the App Store ecosystem, a banner appears on that app’s page in the App Store."
For purchases made outside Apple In-App Purchase, Apple isn’t able to assist users with refunds, purchase history, subscription cancellation and management, violations of user data privacy, abuse, or fraud and manipulation, in addition to issues that make the user experience less intuitive."

"Still need help? Tell us more and we’ll guide you to a solution. Get started"
(or ... If you want: You can download and use the Support app there)
