Cannot close apps on iPad

1. Swipe up from the bottom of the screen, pause in the center of the screen, then lift your finger.
2. Swipe up on an app to close it.

mine Started doing the same thing about 2 updates ago. It shows all of these apps that need to close but it’s like the screen is frozen. You can’t even shut down, you need Siri to do it for you. When you reboot it works fine for 2-3 days.

does it not display the apps for you to swipe them upwards to close them? or do swiping them upwards in the tast list not work as you expect?
