We can't guess what your country's legal requirements for viewing adult content are: Eg: If you are in the UK:

Some of us do not place a great value on having ready access to "adult" viewing or material. If you also don't, you may not find much inconvenience in not having the required proof.

If you do, perhaps you'll find a way, even though it seems you don't have the acceptable proof right now. (Eg: If you have held an Apple Account for 20 years, Apple may be able to accept you are over 18!)
