Cannot add cards to Apple Wallet on iPhone; Apple ID issue?

I’m experiencing an issue with Apple Wallet and I haven’t been able to find a solution.

I cannot add any card to Apple Wallet on my iPhone. Every time I try, I receive a message telling me to contact my card issuer. However, this does not seem to be a bank-related issue. My cards are fully compatible with Apple Pay, and I have successfully added them to another iPhone (belonging to a friend) without any problems.

Additionally, this device previously belonged to another user who was able to use Apple Wallet normally, which suggests that the issue is not hardware-related.

On my end, I am unable to add any card at all — not mine, nor cards from other people — which leads me to believe that the problem might be linked to my Apple ID.

I attempted to create a new Apple ID to test this, but I am unable to complete the verification process because I never receive the SMS verification code. This leaves me completely stuck.

I am also based in Argentina, where there is no official Apple support channel available (no direct phone number or email), which makes resolving this issue even more difficult.

I have also come across several posts from other users reporting the same issue, some dating back to previous years, but unfortunately none of them seem to have found a solution.

So far, I have:

  • Verified that my region settings are correct
  • Reset network settings
  • Tried different cards
  • Confirmed that the cards work on another iPhone

At this point, I’m quite frustrated because I cannot identify the cause of the issue, and I haven’t found any effective support channel to resolve it.

Has anyone experienced something similar or found a solution?

Any help would be greatly appreciated.

As a final update, I eventually decided to replace the phone entirely, since I thought the issue might be related to the fact that it was a used device. I bought a brand new iPhone 17.
I transferred my data to the new phone, and when I tried to add my cards to Apple Wallet, I got the exact same result: “Card Not Added. Contact your card issuer.”
At this point, I honestly cannot deal with the frustration anymore. As I mentioned before, the cards work perfectly on other iPhones.

Hi, as I stated previously, adding cards to other devices and devices associated with other Apple Accounts (Apple ID) is an indication of potential fraud to most banks and Payment Network Operators. They red flag those accounts. Banks share information through payment network operators and credit reporting agencies.

A brand new device and brand new Apple Account is usually red flagged as well for potential fraud risk.

I would wait 30 to 45 days. Use the device as usual, send texts and make phone calls. Add several payment methods to your Apple Account. Buy a few things on your Apple Account, apps, iTunes etc. After 30 plus days try adding a card, but limit your attempts to 2 per 24 hour period.

Banks have various avenues to block cards and how long they are blocked for. For example, 5 declined attempts in 24 hours is an automatic lock for a day or two. Some blocks are for longer periods. Banks do not share the block information or status with Apple.

Did you read the thread I linked to? I told the person how to resolve the issue, he did what I said and after several days the bank unblocked his account and added the cards to his Wallet. The post also explains the data flow from your iPhone through the PNO to the bank and then the bank sending the payment token to Apple to send to your Wallet app.

What bank issued the Wirex card you’re trying to add? Wirex is not listed as a supported institution.

My understanding is because of the crypto currency backing of Wirex, it’s not supported in all regions. You may want to review some of the exclusions in this article.

If it were a worldwide bug, as you claim, certainly more than 2 people would be reporting it.

Wirex global company from UK so I trust the advice of the support team more than yours, no offense.

You can trust Wirex support all you want, the fact remains the same that you are not going to get your card added to your iPhone until Wirex resolves the issue with Apple if that is where they want to place the blame. They can tell you it is a bug on Apple's side and that changes nothing. You are still left with a card provided Wirex that is unusable on your iPhone for use with Apple Pay.

You are not the first customer of Wirex to see that message and that also prompted them to provide a FAQ page:

  • Why do I get a message to contact the card issuer when I try to activate Apple Pay?

That message can appear occasionally and is because the entire activation could not be completed automatically. You can try restarting your phone and adding the card through the app instead of via Apple Wallet. Sign in to the app, tap the card icon in the lower left. Next, select add to Apple Pay and follow the instructions.

Also check the following on your card:

-The card is not locked in the app

-You do not have a negative balance on the card

Of course, it is also possible to Contact Us to get help with activation

  • How do I activate Apple Pay?

Sign in to the app, tap the card icon in the lower left. Next, select add to Apple Pay and follow the instructions. You can also add the card through Apple Wallet, but we primarily recommend activation through the app. If you require guidance, you can contact us via Contact us

  • During set-up I have been prompted for a one-time passcode. What is this and why is it required?

As a security measure, we send a one-time passcode which can be received by text or email. You will verify your identity by entering this code in the appropriate field.

Have you tried using their app like they recommend and received the 2FA code?

Omg yes, I’m not stupid and new at this, I know Apple does not control the process and etc but this time is a clear Bug, as it’s a device thing, and lots of people are experiencing the same issue, it’s okay to blame Apple for once.

of course I’vr checked all the things you mention, it’s a used phone and my friend used Apple pay everyday until he erased all the info and gave it to me, the phone won’t let me add any card

Thank you very much for your recommendation. I am going to try what you suggested.

However, I would really appreciate your opinion on something that still does not make sense to me.

If adding cards to multiple devices or creating different Apple IDs is considered a red flag by banks due to potential fraud risk, then why am I able to add the exact same cards on other Apple IDs and other iPhones without any issue, but not on my own devices/accounts?

That is the part I cannot understand. If the bank truly considered the cards suspicious or potentially fraudulent, wouldn’t they restrict them everywhere rather than only when I try to add them myself?

This is why I still feel that the issue is not entirely bank-related, but something more specific involving my Apple Pay enrollment or device/account authorization process.

I’m genuinely trying to understand what could be causing this behavior, because so far nothing seems logically consistent.

As Jim pointed out, putting your cards on another device and Apple Account is an indication of fraud, as is putting someone else’s cards on your device. Either your bank’s fraud department or the payment network operator (Visa, MasterCard etc.) are blocking the cards.

Apple is not a bank and is not directly involved in verifying and authenticating your cards, identity etc. When you attempt to add a card, your iPhone sends encrypted data to the payment network. The data includes payment card details and information about your device and how it’s used. Banks and PNO’s use the information to assess the risk involved. Apple does not participate in the process. Apple does not see the data and cannot alter any of the data.

When you attempt to add a card, are you receiving the terms and conditions to agree to?
