iPhone Wallet error adding virtual Visa cards

I am experiencing a persistent provisioning error on my iPhone. This morning, I successfully added a virtual prepaid Visa card to my Wallet and made a purchase. After removing it and trying to add a different virtual card from the same issuer later today, I received the error: “Card Not Added - Contact your card issuer for more information.”

I have confirmed with the card issuer that my cards are active, have sufficient balances, and are not blocked. Now, I cannot even re-add the original card that was working earlier today.

The card functions perfectly for manual online transactions, my iOS is fully updated, and my region and device are confirmed to be supported.

Apple does not actively participate in approving or declining adding a payment method to Apple Wallet. The decision to add the card to your Wallet is made by the payment network operator (Visa, MasterCard, American Express etc.). One of the two entities is declining your card. You’ll need to contact the bank support team and ask why they are declining your card.

You encrypted card data is sent by your iPhone to the PNO and if they verify and authenticate your account the information is sent to your bank. Is your bank receiving the data from the PNO?
