"Clean Up" feature works incorrectly (mangled by "safety filter")

When using "Clean Up" feature in iOS Photos app editor to edit my own photos, some thing named "Safety filter" interferes with editing and mangles my photos. Please see the attached video.

The first problem is why anyone, including Apple, would want to apply any kind of "safety filter" to my own photos on my own Phone, when "Sensitive Content Warnings" and any Restrictions are disabled on device.

But even in this twisted reality, the actual problem is that the "Safety filter" is applied to random parts of the photo, not just to sensitive parts.

We can't know why Apple does makes the decisions it does, but my personal guess it that they've been sued and don't want to do that again. Probably they've carefully weighed the the consequences of various options, and this is how it turned out.

My own experience is that, if I zoom in far enough, there's no problem.

Tahoe (macOD26) had the feature turned off. Were there issues? Apple please reply with any issues the company may have had. Apple has limited the use of it's Photo app again. We are adults and Apple does not need to treat us like children, that is what the Sensitive Content Warning setting should be for. Perhaps Apple can have a setting in Photos instead of limiting my use of the app.
