Can I turn off Apple Intelligence on an iPad Air M4?

Ours has indeed been “off” on an iPadPro M4 since it’s initial setup

(Setup gives you the option to NOT even enable it).

Settings>Apple Intelligence & Siri>Apple Intelligence>Off doesn't work?
