From the message you are seeing, your iPhone had Find My turned off. You cannot turn on Find My remotely, so the only thing you will be able to do is look for it the old fashioned way. If you had Find My on, you would be able to locate it here:

With Find My turned off, the only electronic help you might get in locating the phone would be to call it from another phone and to listen for the sound of “ringing.”
Even that will only work if the phone has a battery charge, is turned on, has a connection to the cellular network, and is within earshot.
Hopefully no dishonest person will
find your phone. With Find My turned off, there would be nothing to stop them from resetting and wiping your phone to “make your phone their own.”
To find your lost device just signed in to>icloud.Com/find choose your device under the available products then mark it as lost or you will be able to see the location of your device
If device is not available it indicates that
1. You've signed in with different Apple account in your device
2. Apple account is signed out from the device
3. Find my feature was disabled by yourself
