How to stop recurring Safari notifications on MacBook Pro?

how do I get rid of this annoying notification that keeps popping up every few minutes?

Open Safari, go the Safari Menu ➜ Settings ➜ Websites ➜ Notifications(on the side panel) and make sure no odd websites are allowed there to send notifications.

Uninstall all third party apps that are Cleaners/Optimizers/Anti-Virus/VPN

these third party apps are known to causes issues on macOS and augment these type of unwanted notifications.
