The carrier locked your iPhone. Only your carrier can unlock the iPhone.

Contact your carrier and ask them to unlock the phone.

No one here can do it - we're just users. Apple can't do it either.

You need to contact the carrier.

If you think that the carrier has unlocked it but it's still showing locked then turn you phone off and on again.
