Unable to add card on wallet app
This pops up whenever I try to add my card to my wallet app. It’s been going on for 2 days now, I tried erasing my iPhone and it didn’t work. How can I fix?

If you are using a VPN, try removing it, not just turning it off, as that may interfere with the verification process.
Beyond that you will need to contact the bank of the issued card and they are the ones that would approve the card to be added, Apple does not participate in the Approval/Denial process. In some cases, a bank will not tell you the reason as they are prevented from telling you some information that is protected by the Bank Secrecy Act passed by Congress, so in that case usually they just tell you it is not their fault or something like that.
Also first tier support is not likely to offer assistance as their checks typically only relate to blocks on a physical card, so you will need to escalate to the IT Department for the mobile activation. They should see your attempt to add the card on their log files and may be able to assist in resolving based on what information they have available to them. Again if it is just a denial, they might not even be given the exact reason to tell you, since that may violate the Bank Secrecy Act punishable with fines and/or imprisonment.

Yep. They are the ones that approve their card (along with their associated PNO), so you can add it to the Wallet app. Once approved they send your device a unique token to be used for transactions and without the bank sending it to you, it will not be added.
The PNO (VISA, Mastercard, American Express, etc) is also involved with the approval, but the customer service from a user perspective is done with the bank of the issued card and it is your bank that communicates with the PNO if the problem can be resolved.
