Have you tried its performance with no external drives attached?
Is the internal drive a mechanical or a solid-state drive (SSD)? Disk Utility, in your Utilities folder will tell us that. However the 512 GB capacity suggests an SSD. Booting for a USB3 key can only move data at a max of 400MB/sec. IF the LaCie is a mechcnal crive, its max speed are under 200MB/sec. A healthy factory SSD should to over 2000MB/sec. That make speed tesing from those externals pretty meaningless.
The model should not be slow if SSD equipped. How full is the SSD? Too full can really drage down performance.
4GB RAM may be struggling with Monterey,
The #1 causes of slow performance are useless aftermarket utilities. Anti-virus, so-called "cleaning/optimizing" apps, and client-side VPNs (ones NOT issued to you by an employer) are wreaking havoc on Mac performance, hurting more than helping or protecting. Theu only help the developers' bank accounts.
We are other end users who can only rely on what you report here to suggest a cause or fix However, we can be more hepful if you post a system config report. Fortunately, there is a safe, secure way to show up that.
If you want a data-driven evaluation in this setting where we can neither see nor touch your computer, please post an EtreCheck report. We can quickly and within the limitations of these forums help you determine what issues are at play without our playing a protracted game of "20 Questions" with you that could go on for days.
EtreCheck Pro is available here:https://etrecheck.com/en/welcome.html
The free version will do nicely for this purpose, although the app is worthy of our financial support.
We can see hard data about drive performance, software issues and interferences, and RAM usage. Etrecheck is the development of a long-serving and trusted ASC contributor. It is a reporting app, expressly for displaying information in these forums to help us help you remotely. It will not reveal any personal or secure information.
Please see this excellent user tip on how to post long text reports like EtreCheck's into a forum response:

NOTE: Please post the entire report unedited. There are subtle hints there that may seem trivial to a new EtreCheck user, but can speak volumes to those of us who have evaluated thousands of them.
