If you were charged, then the upgrade did not fail.
What makes you think it failed?
Have you added other members to your Family group so they can use the Apple Music Plan?

Then you should not have been charged.
Both things can't happen at the same time.
If you go to Settings ➜ Account ➜ Subscriptions can you see the subscription?
Does it say it's canceled or expired?
so i already had an apple music subscription but it was an individual student subscription from which i opted to upgrade to a family plan and followed all the steps and made the payment
after which i got a notification from apple music saying the purchase had failed
